Rep. Chip Roy, R-Texas, is putting himself forward as a candidate to become the next chairman of the House Rules Committee, the influential panel that serves as the final gatekeeper for many bills before they get a vote of the entire House.

“I'll leave the speaker to that,” Roy said when asked about the chairmanship on Steve Bannon's “War Room” podcast this week. “Obviously, I put my name in there.”

It would be a surprising rise for a lawmaker who has been highly critical of House leadership on certain issues, particularly those involving government spending.

Lately, however, the GOP renegade — and current policy chair of the ultra-conservative House Freedom Caucus — has gained a reputation for being a conduit between GOP leaders and lawmakers who are often known to be inconsistent with their mandates.

Roy received a seat on the House Rules Committee as part of a deal with former Speaker Kevin McCarthy, R-Calif., in January 2023 to increase consecutive representation — part of a broader deal for McCarthy to win his interim House speakership. .

The Texas Republican was not one of the eight Republicans who later voted to oust McCarthy despite his initial criticism — and he was publicly skeptical of his colleagues' decision to do so.

The House Rules Committee is the last stop on bills before a full House vote. The committee and its chairperson are responsible for setting the agenda for debate on the bill and which, if any, amendments will receive a vote.

After the bill passes the House Rules Committee, it will be subject to a House-wide “legislative vote” to allow debate on the legislation before being voted on in the final stage.

In his two years on the committee, Roy has voted against several House bills, which could put his hopes for the role in jeopardy.

He's got the support of many of his colleagues, though — Rep. Ralph Norman, RS.C., told Fox News Digital on Thursday, “You'd be great. I support him 100%.”

Rep. John Carter, R-Texas, wrote in X that Roy “will build the conservative House coalition necessary to support President Trump's priorities as chairman of the House Judiciary Committee.”

But unlike other committees, whose chairs are chosen by the broader group of legislators, only the speaker of the House gets a voice on the House rules panel.

“I think it's important to have a legislative chairman, whoever it is, to support the leadership,” one GOP lawmaker said on condition of anonymity to discuss Roy's request.

“The speaker will get his program passed one way or another, so whoever he appoints for that – it will be a deal. Because he can remove them and replace them.”

One GOP lawmaker said, “He's one of the brightest and most knowledgeable politicians, but most people won't trust him in that role.”

Rumors are rife that the current Chair of the Education and Labor Committee, Virginia Foxx, RN.C., is also in the running for the position.
