A car drove into a crowd outside a sports stadium in the Chinese city of Zhuhai on Monday evening, injuring several people, police said.
The male driver, 62, surnamed Fan, was arrested.
Local reports estimate that at least 20 people, many of whom were hit while exercising at the Zhuhai Sports Center, were injured and sent to hospital.
The incident occurred despite tight security in the city, which also hosts a major military and military air show.
Many videos of the incident posted by eyewitnesses have been released on Chinese social media, but other images circulating online show many people lying on the ground being treated by paramedics and bystanders.
Some of the victims appear to be unconscious.
An eyewitness, Mr. Chen, told China's Caixin news magazine that at least six groups of people had gathered at the stadium for their routine trip when the incident happened.
Teams use a designated route to move around the perimeter of the field.
Mr Chen said his team had just finished the third round at the stadium when suddenly a car ran towards them at high speed, “knocking down many people”.
“It drove one after the other, and people were injured in all directions – east, south, west and north,” one eyewitness told Caixin.
The newspaper reported that many adults, young people and children are among the injured.
It is not clear whether the incident is related to the high-profile Zhuhai Airshow, which began on Tuesday about 40 kilometers from the stadium. China is showing off its latest fighter jets and attack aircraft at the show, and Russian top official Sergei Shoigu is expected to attend.
Many entrances and exits to the sports center were closed during the air show to facilitate “control”, the center's management said on Tuesday.
China has seen a spate of violent attacks on members of the public in recent months.
In September, the man continued a stabbing rampage in a supermarket in Shanghaithree people died and many were injured.
That same month, a 10-year-old Japanese student died a day after he was stabbed near his school in southern China.
