However, sometimes it seemed that Mr. Trump was already president, in large part because Mr. Biden disappeared from the scene so quickly.
This was the second press conference of Mr. Trump has been in the news at Mar-a-Lago since he began forming his government, and this time, it's following tradition: Mr. Biden held several news conferences in Delaware over the past four years, criticizing Russia for its actions. “Solar Winds” hacks a critical piece of US software and expresses alarm at the violence that took place at the Capitol on Jan. 6.
But six months ago, Mr. Biden left the stage, which made the voice of Mr. Trump has been very high, his influence has been great. Biden's long press conference took place last July, after the NATO summit in Washington, and his aides were all white, fearing that he will again freeze as he did on stage against Mr. Trump in June.
When Mr. Biden issuing executive orders these days, issued on paper or by email; he rarely talks about them, or takes detailed questions. He has not spoken publicly about Chinese hacking of US telecommunications companies, which his aides have described as perhaps the most urgent new national security threat in the past six months. (Interestingly, Mr. Trump also did not make a clear case for why the hacking of America's telecommunications systems is more dangerous to the American government and private industry than he would about the old Chinese ports along the Panama Canal. )
Since he has left office, he seems to feel that if he takes the stage, no one will back down from his interpretation of recent history. He is quickly rewriting that history, as he recounts the events of Jan. 6, hoping that his election was proof that the American people believed he was pursued by prosecutors out of revenge, not the administration of justice.
“That's a sick group of people, and it all had to have an impact on the election,” said Mr. Trump about the investigation led by Jack Smith, the special counsel. “It was all about fighting their political rival. We have never had that in this country. We have had that in some countries. We've had that in third-tier countries.” Inevitably, he started talking about “banana republics,” a familiar line from the first term. Some things don't change.
